Contract Management System (CMS)
Situation. The Special Projects
Team (SPT) is a unique program and acquisition
management group, serving a wide variety of traditional
and non-traditional government organizations.
SPT integrates customers, contracting and financial
personnel, and contractors to develop and implement
the most cost-effective acquisition strategies
that meet their customers’ needs in the
shortest time and for the best cost. In the first
quarter of 2001, the SPT took delivery of CMS
version 1.0, an MS Access-based tool intended
to help better manage contracts and to capture
contract history electronically. However, by April
of 2001, CMS version 1.0 was already unstable
and bug-ridden.
Solution. CentreTEK Solutions
was selected by the SPT to troubleshoot and stabilize
CMS. During this period, CentreTEK transformed
major portions of the CMS interface and business
logic to make the system a viable, interim tool,
including upsizing the database to Microsoft SQL
Server and reverse engineering the CMS code. With
the version 1.0 system stabilized, CentreTEK began
a complete redesign to streamline the application
and improve performance and usability.
Results. CentreTEK developed
and tested a multi-tier application design, resulting
in a 150% increase in system performance as well
as significantly improved data security. CentreTEK
normalized much of the database, eliminating duplicate
data and tables, and reduced the volume of code
through use of standard objects developed in VB.NET.
CentreTEK’s redesign provides the SPT with
a tool that reduces costs through data entry validation,
enhanced decision support/automation for contract
administration, and easier reporting to upper
management.
