NAVSEA Command - ESTMS

Situation. The Naval Sea Systems Command (NAVSEA) located in Earl, NJ needed to replace their outdated "Explosive Safety Technology Management System" (ESTMS). The ESTMS system was created to maintain Statement of Work (SOW) documents covering explosive safety. The system was composed of a single database table, approximately 9,000 records with 67 fields, kept on a VAX mainframe. NAVSEA distributed this information by extracting data from the database table to an ASCII file. The ASCII file was manipulated with Adobe Frame maker to create PDF files. These PDF files were burned onto CDs and published. In addition to the distribution, NAVSEA posted these documents to the web for end users to download. This process was all manual, not searchable, not user friendly and only updated twice a year.

Solution. CentreTEK Solutions improved NAVSEA’s entire process by implementing a web based query interface application for ESTMS end users. CentreTEK Solutions designed and implemented a SQL Server 2000 relational database and a user-friendly query interface built in Cold Fusion 5.0.

Results. The end users now have the capability to perform a full text search of any field or combination of fields in the database. A summary screen of their search result is presented and they have the ability to choose the document in order to view all of its details. This system can be updated as needed and the information is real time making the information more active and available instantaneously.
